AUKUS, an acronym for Australia, the United Kingdom, and the United States, is a trilateral security partnership announced on September 15, 2021. The pact aims to enhance collective security and promote a free and open Indo-Pacific region that is secure and stable. Its primary focus is on military technology sharing, including the development of nuclear-powered submarines for Australia and advanced technological capabilities. AUKUS was established in response to perceived threats posed by China’s growing influence in the Indo-Pacific region. The agreement has also led to significant geopolitical shifts, such as Australia’s cancellation of a submarine contract with France.
AUKUS is structured around two key pillars. Pillar 1 centers on Australia’s acquisition of nuclear-powered submarines, marking a historic transfer of nuclear propulsion technology from the U.S. and U.K. to Australia. This includes the development of eight submarines based on British designs, with construction beginning in the 2030s and deployment expected by the late 2030s. Additionally, U.S. and U.K. submarines will be temporarily stationed in Australia starting in 2027. Pillar 2 focuses on collaboration in advanced military technologies such as artificial intelligence, quantum computing, cyber capabilities, hypersonic weapons, electronic warfare, and undersea technologies. This pillar aims to foster innovation and information-sharing among the three nations through dedicated working groups.
The AUKUS pact offers several advantages. It strengthens Australia’s defense capabilities, boosts its national power, and enhances deterrence against aggression in the Indo-Pacific region. It also creates significant economic opportunities, including job creation in advanced industries. However, AUKUS has faced criticism for its high costs—up to $368 billion—and potential risks to global non-proliferation norms due to the transfer of nuclear propulsion technology to a non-nuclear-weapon state like Australia. Additionally, AUKUS has heightened tensions with China and raised concerns about regional arms races and submarine proliferation.
